<![CDATA[How to use Variables]]>I am trying to use variables (and forEach) in xml. However I receive the error Element type "variableList must be declared

Here is my code

  <variableList>
   <variable name="LandArea">
    <element name="Afghanistan"/>
    <element name="Alaska"/>
   </variable>
  </variableList>

What additional declaration is required?
