Some of those types allow players to move units into each other's territories, though they are not yet really allied.</p>
<p dir="auto">If later the relationships are changed so that the new relations no longer allow such movement, units that have already been moved into an intermingled position are stuck (they are not at war either), at least for AI units (I haven't tried human players). Any suggestions on how to remedy this?</p>

It means that you can't move to someone's territories. You are not going to be able to get TripleA to move in some directions and not others.</p>
<p dir="auto">You could use triggered events to simulate the evacuation of a specific base, but it would be difficult to do this on a large scale.</p>
