<p dir="auto">Yes. Start the game. Then enable Edit Mode and choose "Add Technology" from the panel on the right of the screen. The rest should be self-explanatory.</p>
<p dir="auto">In case you refer to a game where Technology is not mandatory you need to enable Technology in the Game Options before.</p>
