Make AI able to understand "bombardment" units

simple, just make it so that if a unit has 0 defense and costs 0 IPC, the AI will understand it is a temporary bombardment unit, and rather than fruitlessly positioning it in a defensive position to be deleted immediately on phase end, they will use it how its supposed to be used (i.e, suicide into the enemy)
(I noticed this is the only big thing stopping the Americans on the Invasion U.S.A map being playable by AI, because they don't use their Laser Strikes offensively)
