"Honorable surrender" on WWII v6 1941

In case you have selected the "Honorable surrender" on WWII v6 1941 map and game finishes after Axis or Allies take any capital (e.g. Russia) is there any chance you can continue the game?
Additionally i was wondering why this option is by default pre selected?
AFAIK Rules of A&A 1941 has the long and short version. Even on short version you win the game when you capture a capital but e.g. Russia is not included
