Playing Global House Rules ande US stopped buying

I am in round 13 of a game against AI (I'll get to how that could happen). The US has stopped buying. It is simply amassing cash. I tried editing the PU down to 100 in hopes it would be able to decide on a purchase. This was to no avail. Any thoughts? I'm going to make the US a "human" and do a decent buy.

How did I get to round 13?!? You ask with incredulity? I set up using the revised neutrals and made most of them Allied Friendly and a few Axis friendly. I'm still fighting all over Asia Europe and Africa. Only ANZAC has fallen. Axis will win and the end game is going to be as hard as conquering the Americas would be without nuclear weapons. Just time consuming.
