Naval Battles- reality

Can anyone add an option to have LL naval battles, without making Land battles LL.
Navies are expensive and game outcomes can be solely decided on a naval battle w poor dice.
Perfect example attacking navy obtained 13 hits on 16 dice....Defending navy had 16 dice also, and only got 2 hits although they were defending....ruined a good game.
Apparently you can have LL for AA guns....Should be an option for low luck naval/air battles.
