Mechanized infantry - Camp David map

I'm playing Camp David: 1973 Yom Kippur War and it notes that Israel's infantry units are mechanized. Should I be able to transport them on armor units? None of the players in our game could get it to work. Appreciate any advice!

And, yes, this is clearly a bug with the map (according to what stated in its own notes and to the fact that it makes no sense that "CentralCommand" "SouthernCommand" "NorthernCommand" have a technology that does nothing).
