Convoy Question

Was trying to convoy a territory for less than it's PU value. When I set the PU value in the convoy trigger to what I wanted, it just changed the territories PU value to that. I'm thinking this isn't possible.
Was wondering if it's worth making a feature request over. Would anybody use something like that ? It would allow a way to limit how much a TTy could be convoyed basically. I suppose you could have it work for blockade as well.
