Single Play Timer request

I find the biggest issue with me is I over think things and I am hugely indecisive - a bad personality trait.
This leads to when I play human players they get very frustrated with my slow play. I would love to be quicker but like a smoker without intervention I just can't seem to improve.
I would love someone to in the human v AI versions allow the player to programme a clock for each action in a turn and when the time runs out it moves to the next stage ready or not. for instance I chose to play the AI and be the allies in BW1942. In the game options there was a clock box I could check for on and then underneath it has default times of say 3 mins but this could be manually adjusted up or down in minutes and seconds say in blocks of 30 secs.
There is one for each phase and the clock starts auto at each phase.
So there is no timer on the tech buy phase but as soon as you get to the buy units phase you get 3 mins. At 3mins it moves on so in effect it likes auto clicks done.
Then you get 3 mins no more for combat moves - again at 3 mins it clicks done. So however you are thats it if you not moved everything in tough, its teaching me to be more decisive and quicker with my moves.
There is no clock during combat but as soon as every combat battle has been resolved the clock starts again at 3mins for non combat phase and at 0:00 it ends your turn. So I'd love a timer on screen at all times in corner of screen ticking down at the phases which are timed.
Again before game starts times can be manually set so people can chose any time length they want but I feel this would do 2 things for me - help me improve my speed and make playing the AI more challenging as its to easy but if I had time pressure would in a way handicap me making it a more better game.
Even better if clocks caught on its a great way to handicap human players giving the better more experienced player less time over their moves than a newbie less experienced or not very good opponent. Though I imagine it would take much to much programming to put clocks in a live human v human game.

My buddy has that issue. I find it extremely disturbing when he's passing someone on a two lane highway. lol

In all seriousness though, this has been discussed before and I think it'd be a good feature. You'd probably have to search for it, as it's been a while since I've seen it discussed.
