At a guess you dont have any factories capable of placing that purchase. -
that's true, but that little nation does not need a factory, they can place anywhere.
Can I switch the message only for that nation off?

You might have to use an invisible factory to get around the AIs limitations. -
the placing of units without a factory is not the problem,
