Any easy way to redraw an existing map

I am wanting to slightly redraw an existing map, so that the borders are different, which will make a new map.
Is there an easy way to do this? I can't see much documentation which explains this, is there a dead link? I don't have the unbroken map image, does that make it unachievable?

@simon33 You can use the "Tile Image Reconstructor' under Map Tools/Optional things.
It the changes is minor, you can try editing the polygons.txt file and other files directly.
