      I've added bunkers into the game I'm working on. They are in the game, can be bought and defend, etc. There might be a better way to have them repair, but that's not my main concern. What I would like is for the maximum number of Bunkers per territory to be dependent on the IPC value of the territory, with territories worth 0 still being able to have a maximum of 1. Is this possible?

        I don't remember exactly how I did it. This is what I have

        <option name="isConstruction" value="true"/>
        <option name="constructionType" value="bunker"/>
        <option name="constructionsPerTerrPerTypePerTurn" value="1"/>
        <option name="maxConstructionsPerTypePerTerr" value="1"/>
        <option name="canDieFromReachingMaxDamage" value="true"/>

        and I think you need this property too

        <property name="Place in Any Territory" value="true" editable="false">
        <boolean/>
        </property>

        there might be some others needed too
