I was losing connection to triplea quite a bit, so maybe that has something to do with it.

So for Japan, they would get +1 IPC for Celebes, if I am not mistaking.
TripleA counts the OOB IPC values, which are at 43
Since Celebes is worth 4 IPC (instead of 3 IPC), Japan would get +1 IPC, correct?
This is only for Japan (or any other Axis nation, if they ever manage to take it).
Any other Allied country would only get 3 IPC for holding Celebes, correct?BR
