@beelee Yes, what you have makes sense.

But with the way I layed them along SZ31/32, I believe you cannot conduct sweeping operations this turn as it is hostile waters. (you would have to eliminate my Escort in that SZ. Then next turn you can either sail though the NMs (rolling for hits) or then conduct sweeping operations.

I don't think it matters if ships are coming to/going from a SZ, so long as the boats cross that 'boarder' they would trigger the mines.

yea they only defend one way and the sweeping takes place during or after CM but before combat

That tells me that the SZ can have Enemy Ships/Vessels present.

I have asked him for clarification. I doubt we hear from him until tomorrow at earliest

So the NMs only defend one border same as LMs. I can see why it would seem counterintuitive but thems the rules
