Trout is incorrect that Subs block LCVs. As posted above, surface vessels block LCVs and Transports are specifically mentioned.
Transports do not block regular Naval vessels as Trout also stated

I need to clarify in the Notes that you edit in a Red C to activate the Naval TaskForce. It will automatically give the bonus to the most powerful unit, BB, CA and then CV.
There are NC2 and NC3 for Powers that have more than 1 NC.
So NC and any combination of 3 of BB CA CV will create a Naval TF. This is new, so keep an eye out for incorrect behavior.
