Low Luck Issue

I have noticed Low Luck not working before, but thought it was a personal issue of not changing settings to Low Luck in the first place. However, I have recently changed my default to include Low Luck, and in the space of five minutes found myself in multiple situations that don't remotely resemble Low Luck. I screen-shotted two of them.
