Damage not repairable

I was playing WWii Revised 7 Powers by Hoshi Head, and I noticed that damage could not be repaired. I am using pre-release 10498.

@rogercooper Can you test on the latest stable as well?

@redrum It doesn't work in the stable either. I don't see anything wrong with the XML. When trying to repair I get a repair units screen which states how much I have in resources but does not allow me to repair.

@rogercooper No idea. I've never heard of or played the map. But pretty much has to be an XML problem unless you are seeing repair issues on other maps.
