Air battles question

My understanding is that there are air battles in the global 1940 maps. It looks like they only have them before SBR and naval battles? What would i need to do to have them before regular battles as well?
I added this

    <property name="Battles May Be Preceeded By Air Battles" value="true" editable="true">
      <boolean/>
    </property>

but it didn't seem to work. Any suggestions?

edit: this should probably be in map making if someone wants to move it.

In the unitAttachment there is the 'canAirBattle' option. Setting it to 'true' should allow those unit to participate in air battles prior to the normal ground battle.
