Attempted Merging Values Error

Is anyone familiar with the cause of the below error?
java.lang.IllegalStateException: Duplicate key 5eb4af46-3902-4272-9659-f518366e5864 (attempted merging values Americans and Americans)
My map is stable to play but this error appears when I use the "show history" feature. Oddly, it doesn't seem to start happening until I get beyond the American 4th turn.

I've also discovered it happens specifically when rolling history backwards between the American Combat and Non-Combat phases. Don't know if that's important.
