AI Refuses to Land

I am playing the Ultimate P Talibush Mod with most countries using the Hard AI. In the attached file the US has amassed a huge amphibious force against Japan, despite having a sufficient force to easily take Tokyo.
This mod uses low luck, perhaps that is confusing the AI.

@rogercooper can you turn low luck off in Game Options and reload the save ?

@beelee Turning off Low Luck does not help. Changing to Fast AI does not help. The US fleet ignores an undefended Tokyo and lands in Palawan.
