Is the Hard AI Broken?

I am seeing strangely passive behavior from the Hard AI, where it fails to build units. When I switch to the Fast AI, it works fine.
For example, in this saved game, mid.tsvg, the Japanese are saving their money rather than building in newly captured India, building factories in China or generally pressing their advantage. When I switched to Fast AI, it starts building stuff and getting moving.
I have seen scenario designers recommend the Fast AI. Is there a bug here, as the Hard AI should play like the Fast AI but with better computation of battle outcomes?

All your triplea games are against the AI as you've said in the past. I'm sure you would have noticed it sooner than now.
It would take a lot of testing to find the break, if there is one, although some of the prereleases say what was changed.
Anyway, that would be my guess.

@beelee What is interesting is that this not a problem using the Fast AI. A few months back, there was an issue with big transport fleets not landing that affected both AI's. The non-landing issue seems resolved.
