[Fixed] global_40_house_rules Units Image Problem

@beelee global_40_house_rules has a "Russian_TowedAAgun_r.png" and a "Russian_towedaagun_r.png" images. I assume one of the two is useless and, anyways, this creates problems in case insensitive systems, where the two files cannot coexist (the system will oblige you to delete one).

Specifically:

You should delete one of the above.

Yea I try to stay consistent with upper and lower. Doesn't always work though : )
