Enemy air units cannot be shot down unless they are willing to fight in your AA territories. The problem is if your stack is strong enough enemy already won't attack in here and if you want to prevent enemy using air units against your other units then simply you cannot because if you put AA in here enemy will take it. And whole thing would just turn two rival huge growing stacks in next to each other that has to be calculated in every round then taking other territories with 2-3 inf+1-2 fighters then losing them against enemy 2-3 inf+1-2 fighters combo then taking again them with the same combinations.
It is boring and problematic. No variety, no oversmarting, so surprize, just brut forces even the most rookie can do it. Growning stacks also posses possible miscalculatings that can turn the war.
- Naval
They are more expensive than land units with smaller benfits since there is no income on seas and enemy can counter them with fighters/bombers. The shore bombardment is weak and enemy can already negate it by building bunker or trench in specific areas. Unlike other units they provide almost no additional benefit from having more of them if you have already naval dominance.
- Strategic Bombing
It means in the game only when enemy forgot to put AA in a factory region you bomb here for just one round the damage is even not significant considering huge Pus of nations.
I could add more sub topic and possible alternatives but just wanting what the devlopers think about?

Not really following you. You can have fly over AA guns that can shoot down air units without a full battle. You can also use scrambling so that air units defend more than just a single territory to avoid enemies just not attacking your big stack. Not really sure what you are proposing. -
Naval
You can make cheaper naval units. You can add convoy zones for income to simulate trade routes. You can make fighters/bombers very weak against ships or make ships have AA attacks against air units. You can make ship bombardment stronger. You don't have to have bunker/trench units or can make them infrastructure units that have no HP. Look at Napoleonic Empires where navy is critical because of high value convoy zones. -
Strategic Bombing
You can make AA weaker. You can make bombing stronger. You can make it so AA stack so its not just a single AA gun counter infinite air units. You can make it so bombing can destroy factories/infrastructure. You can have interception with defending air units. Take a look at Total World War as it already does many of these things.

I though scrambling properties were limited and only really functional in factory zones if enemy wants to bomb. I used to implement air features intensively just didn't go well.
Possible alternatives:
If one AA provide 1/6 hit change then why would two AA still provide the same AA stats while two of any units are always more valuable than single ones? Of course if 2 AA provides 1/3 change it would be overpowered but each additional AA can still increase AA change with lowered benefits.
An AA unit on the sea would be nice. The same can be said for land units that may perform AA abilities just I mean there could have been more variety of AA units.

If I make cheaper naval units then I should have also make cheaper air units too to maintain balance but it would ruin cost balance between land and air units. Convoy zones are nice but the problem is for example as Germany there is no way to take these incomes even temporarily without totally eliminating the British navy while in land warfare, if enemy is so strong you can just go around but the same cannot be done on the sea.

Anti-Air
Scrambling can be done anywhere just look at Total World War as it uses airbases. You can have AA stack but also limit the number of targets (so say 1 against up to 5) so that the stacking isn't as overpowered. You could also create different types of AA guns. You can have AA on sea and land units as well and Total World War does this with cruisers. Nothing limits AA attacks to only be on AA guns. -
Naval
Well you could make air units weaker against land or have them provide support instead of direct attack/defense values. There are ways to balance convoy zones for Axis but you'd need a very large map with dynamic naval mechanics like mines as well as good destroyer/sub mechanics. Mostly the Axis would be harassing Allied convoys but you did have Axis convoys in the Baltic and Med for example.
