how does chooseBestRoll work?

I am trying to get units that just get to shoot twice. 'chooseBestRoll' doesn't seem to be working for me correctly though, the game is just choosing the better roll. Any thoughts?

@beelee That property name should probably be changed to something like "Use Multiple Combat Rolls for Best".
