Random Territory Property

I have converted some of my favorite maps to have a random setup, but the AI can place towns/factories in territories that have 0-2 PUs, a player would never do that, when 3+ PU territories are available.
I would like a property for the RandomStartDelegate that will only place heldunits in territories with a PU value of X+.

I think random start delegate assigns all territories without owners, right? I think it was designed to make the game risk.
You could make the territories with values of 0,1,2 owned by a neutral player without a turn. Only the other territories would be distributed initially.
