What is the polygon grabber?

I am trying to make a map and people are talking about a polygon grabber, but i cannot find one anywhere in the files and when i look it up i get no results. Where is it? Im not typing in a books worth of numbers just to make a small map.

@conofive idk but when u start triplea there is a map creator. maybe it's in there
