Maybe not their Shuyo-(Big-) counterpart. My question is, can they have both? or just the first one placed, or they should not be able to have both?

P.S. oops Just seen my mistake(unitPlacementRestrictions, unitPlacementOnlyAllowedIn) vs . I do make them!!:anguished_face: But that only means that territories like North Mino and Idaweyama which can have Ichiba_(Mart) (listed in "unitPlacementOnlyAllowedIn") and Tsu_(Harbor) (not listed in "unitPlacementRestrictions").

By reviewing the map both North Mino and Idaweyama should be in unitPlacementRestrictions for Tsu_(Harbour). So I go back to the original post https://forums.triplea-game.org/topic/3503/issue-with-upgrading-units-consumesunit-name-constructiontype?page=1? What is the problem here?

... with all your advice and suggestions I got it working well, so consider the Issue with upgrading units to be closed and solved
the exception for North Mino and Sawayama I made as it is a single inland lake: with a harbour one could build warships in there which I do not consider useful as it is isolated and no strategic extra value for amphibious assaults with ships as no extra terr.'s can be reached via the lake.. thanks a lot
