I think this happened, the infantry moved by rail as below- Industry - have Invisible rail links to move land units up to 2 territories
- Industry-Hvy - have Invisible rail links to move land units up to 3 territories
So check the documentation in the help or pdf or unit tool tips

Yes,
comment out the 8 territories in RandomHighPU line 460 with<!-- -->Uncomment the 8 lines at 8818 so Germania belongs to the Autocrats
Change the 8 random flags from 5 to 4 at line 8836, as 8 have been assigned above
@ted-self I know you can code but I had to test it, so xml attached, replace your current one with this.
It does not crash, please test, hopefully it works.

@thedog Yes, I have been playing it, it took a couple of short games to learn the rules and then I set up the game with the established capitols. I have been playing a few turns a day for a week or two now. At first of course as the autocrats I had to have total war with the communist. I pushed them out of Europe and then had to consider who to war with next. All things considered it is a fascinating game. The German and Russian capitols are a bit close to each other which will force the same start next game. A new version might be made that moves the tech to WW2 levels and beyond. Players should maybe get a full turn to correct the situation when the alert comes up about an alliance about to attain enough victory cities. As I said, a fascinating game and I have very few complaints, and there are lots of ways I can think of to take the tech, units and politics and transfer them to various maps depicting different wars. Good work I would say and also thanks for the kind help you provided. I am 70 years old and not much gets me excited anymore, lol.
