Total World War Diplomacy -- country specific bonuses?

Hello,
I'm new to TWW, and I have a question about the new diplomacy rules.- What is the "baseline" roll? i.e., what does my 5 IPCs get me? 1 chance in 12? 2 in 12?...
- The manual says that different countries have different bonuses to the die roll, where is that table/matrix?

page 6 shows ur combat values (unmodified) and cost (PU not IPC, that's axis and allies
)The manual says that different countries have different bonuses to the die roll, where is that table/matrix?
