Did you mean 2nd Corps in Karelia ? It was deactivated since 1st Corps is already active there.
1st Tank remains active in Moscow.Tank Armies are pretty straight forward, inactive is Tank_General with a blue dot and active is Tank_General3 with a red dot.
Commisars are a little more involved but usually they have a Tank which is Commisar_3 when active. Tank gets bonus roll
Comisar_2 for Arty gets bonus roll
Commisar_1for Inf or Mech Inf gets bonus roll
Commisar_A2D3 for Guard Units gets bonus rollParatroopers are same as Inf
But usually, they have a Tank for the biggest hitter.

@beelee I am not sure if it should be dead. In the game it says air transports don't participate in combat, and is destroyed when the territory is captured. Since I had only air units left I couldn't capture the territory and destroy the air transport.
