Question about Germ Successfully Invading UK

Question if Germany can successfully invade UK or not?
This is for WWII Classic 3rd Edition, Options includes: Low Luck, Unit Placement in Enemy seas.
At this point in the game Germ production 48, UK 13. Germ 30 inf, 5 tanks, 3 fighters, 1 bomber, 20 transports. UK 37 inf, 1 tank, 1 AA, no fighters.
The thing is, in order to even get 51% win in the battle calculator on amphibious invasion of UK, Germ would need 3 more inf than UK. But at these production levels that will never happen because Germ has to produce a transport for every 2 inf.
So, is a successful invasion even possible? If yes, how would it be done? Does one try to bomb and hope to get lucky results? Produce more bombers or fighters or tanks instead of inf?
