Someone is having trouble with
world_war_ii_global / World War II Global 1940 French Rebalance

and has posted a crash on GitHub.

Ideally you should upgrade TripleA to the latest, here
https://github.com/triplea-game/triplea/releases

and if that does not fix the issue then redownload the map but wait two minutes as the 100% complete gives a false reading.
