Civil war map Upgrades are totally bugged for me?

In the map I can place units and if I dont have the right units or buildings I do get a trigger warning but if I do have the right buildings and the right units clicking does nothing.
Love this map though its hard to find people and the time to play it. Truly one of the best and most innovative things to come out of tripleA. I do know it worked in the past since I've played it by myself and with a few people over PBEM but here I am just stuck.
For example clicking on Charlestone there does nothing.
Could someone please have a look? Thanks.

Reset the game and its working, not sure what was happening? I could upgrade ships earlier btw but not infantry or cavalry. I guess leave the thread if someone figures it out or if it happens again.
