I believe your Russian subs in SZs 112/113 will not block transport loading but I am not entirely sure when it comes to LCVs and the two Pioneers. I saw where enemy transports block LCV loading. I didn't see anything about subs blocking that but maybe I am wrong about that?? Added beelee in case he knows also.
I can do my J turn without knowing the answer so no hurry on it.
