Global 1940 mod 3 Major factory Kiangsu?

Hello, I am playing Global 1940 mod 3. On J2 I'm trying to place a major factory on Kiangsu and it wont let me. No error message, just nothing when I click. Is this a bug or am I missing a rule?

@constrainer I'm no expert on the map.... but I believe it has to do with who the territory is set to as the original owner of the territory.
In this situation I beleive that the territory in question is an original territory of China (even though its starts as Japanese at the start of the game).
Then I believe there is some rule about the placement of Major Factories being limited to placement in only your original territories.
Pretty sure that is the reason. An actual Global player could verify for sure.

@hepps Yeah that rule sounds familiar. That should be it.
Here is the excerpt from the game notes.
Placement Restrictions
Major Industrial Complexes can only go in territories worth 3 or more, andmust be originally owned territories
.
Minor Industrial Complexes can only go in territories worth 2 or more.
Industrial Complexes can't be built on islands.
Over-purchase is returned and money is reimbursed.
Aircraft can be placed on the ground or on a [new] carrier in the adjacent sea zone that has a spot(s) open. -
I am familiar with the rule but took "original owner" to mean territory you own at the start of the game. I guess it means original owners before any wars that start leading to WW2.

@constrainer In most games that would be true... but games can be set up where even though you own a terr. at game start it may be an occupied terr. of some other nation.
If you open the Territory tab in the game... that info will be displayed in the window.

@constrainer If you view territory info via territory tab. It will say who is original owner of the territory if it is different from round 1 owner. Assuming there are rules built around this, which there are in this case.
