      When a Capital is captured by default the PUs are also surrendered to the victor. Other resources can be destroyed by triggers, but they can not be captured or surrendered like PUs.

        I like it however it should be by resource instead, either by inclusion or exclusion. Since it is possible that, some nations will hold resources that the capturing nation can never use. eg Iron War commissar, ss, kamikaze, colonials, and for Global kamikaze tokens. There's a few more that use exclusive resources.

          @wc_sumpton Yeah, there are a number of options that should be expanded to address any resource not just PUs. I originally started a thread to try and capture a list of things here: https://forums.triplea-game.org/topic/128/resource-system-assessment-and-improvements. I wanted to try to address a number of them all at once since many are pretty related and the changes would be similar.

              @general_zod I know there are a lot of map the use 'Special' resources, like SS for Iron War. Its just that in these case since no other player is using them, a condition can be set for 'Germany does not control Berlin' and all the special resources can be removed, and Germany can even be prevented from gaining more while their capital is captured. Its more the common resources that all players can utilize that I am talking about. If I am misunderstanding what you are saying them I am sorry, and please disregard this comment.

                @wc_sumpton I think what @redrum wants to tackle all the resource related feature requests as a whole so there is big picture clarity.

                My added suggestion only enhance what you were initially requesting. And assure no problems down the road with map compatibility.
