POS2 says: "must be an integer (default -1) between 0 and 100."Should that read "between -1 and 100" or default=0?

Reading 0 and 100 with default to -1 is correct, to my knowledge.
I suppose the only answer that makes sense as to why the default value and range are strange is because the options were not created logically and all at once. It looks like the techs were hardcoded first with the original values and the ability to go to change from these original values was added after wards.
So -1 default in this case has a value that for the original "Increased Factories" Tech had an effect of (halving repair costs).
