Allow Selection of Scramble Casualties

currently, when you scramble form multiple adjacent territories you do not get to choose which territory your casualties come from. the engine seems to pick based on some unknown criteria.

@ubernaut Yeah, I think its just random. And the few times it does happen, players just edit if it chooses the wrong one. Only really impacts TWW currently. To fix it, there would need to be a "from territory" field in casualty selection popup if you have the same type of unit scrambling from multiple territories.

@redrum i feel like the same/similar ui/x used for the scramble initiation could also be used after the battle.

@redrum also, i don't think it's completely random, when i first noticed this it dumped all my survivors into one territory.

@ubernaut Well, one thing to consider is should the defender have to declare which scrambled units are being taken as casualty during the battle or have the freedom at the end.

@redrum does it matter? i suppose it could but i doubt it i feel like maybe but the logic for deciding which planes to kill based on remaining movement always gives you the best options after the battle so at worst it would be the same.

@ubernaut In most cases it probably wouldn't but if for some reason the attacker wanted to kill of the scrambled units from one territory vs the other or know where any remaining ones are going to return to and then planned to retreat then it would. For planes with different remaining movement, you wouldn't ever want to keep a plane with less movement so the engine just picks the best option for the player. In this case, there wouldn't be any obvious best.

@redrum right well the attacker never gets to choose the casualties so i was just using that as a comparison. if the defender should always be able to choose the best scramble returns it really wouldn't be any worse than that.
