I wish to share a selection of 8+2 colours, differentiated only by the hue, that I believe will allow any games with 10 or less players to have very distinctive ownerships and units colours.
If you are making a game with 10 or less players, I believe if you just pick the colours out of this selection you should be fine, everything being very distinctive.
The colour hues are:

(+36)Then, you can add another two with no hue, being light and dark grey.
For example, such a selection would allow having very distinctive units for Napoleonic Empires (or whatever), and even having 1 more player than needed:
