Adding a map to the repository in one category or another one

If I have a map not yet in download list that I believe is of good quality (and maybe has nothing at all really "experimental" about it, whatever that means), should I ask it to be added in download list in Good Quality or must I firstly ask it to be added to Experimental and, then, ask it to be moved to Good Quality, once added. Same question for High Quality, instead of Good Quality (if I think the map is very good).
