production frontier question

I am looking at @Frostion's "Age of Tribes" map for a way to do tech related stuff. Does any one know why he would have two production frontiers? So far as I can tell, he only actually uses one. He switches away from it immediately after the purchase phase, and switches back right before the next production phase. Thanks!
