Different upkeep method

Is it possible to make an optional upkeep that works with total amount of TUV instead of per unit.
For example instead of assigning 1 upkeep to a 10ipc unit, charcing 1 for every amount of mobilized 10ipc units? Representing 10% upkeep without fractinal numbers.
