New game XML making tool!

While I was in the process of creating a game, I thought about how tedious it was to have to manually write every single territoryAttachment, and manually define the owner every single territory, so I figured I'd make a tool to help myself, and potentially other people!
Hence, I present to you the territoryAttachment and territoryOwner maker : https://loulou761001.github.io/TripleA-modding-tools/
This tool automatically generates the territoryOwner and territoryAttachment XML tags using the data you feed it.

@loulou76100 I've not tried it yet, yet I'm pinning the thread for now.
It would be great to have this added within the TripleA map-making tools if worth it. The "Step 3: Game XML" is sorely lacking: it only generates the connections, and I assume the Wisconsin reference should be just removed as outdated.
I should be doing some map-making fairly soon, and I'll try this out!

@cernel sure, the tool is pretty barebone for now, but maybe I'll try to make directly uploading a connection.txt file possible in the future.
And yes, more tools for XML making are needed I think, maybe I'll add a page to make spawning units easier at some point.
