Units tooltips and Units help customization

Hello, and sorry, me again.
I am almost sure that the answer is "no" to both questions:
- Is it possible to have the units tooltips.properties to have several variants per scenario (xml) on a same map? The same way objectives.properties work?
- Is it possible to restrict the units shown on the units help (to avoid displaying some "fake" units)?
So far the ways around I found (and dislike) for both problems are:
- To have the units named differently in each scenario ()
- To have a fake first player with limited units in the "units" folder, so that at least the units help screen makes some sense on the top (but better not to scroll down and see all the mess )
And last but not least: would it be worth to ask for a feature request for one or both of these problems?

Here is my request:
Add to the current syntax of the tooltips.properties
tooltip.unit.fortress=Requires 3 hits to destroy
The option to define different tooltips for the same unit in different scenarios:
1941_Start_Date.tooltip.unit.fortress=Requires 3 hits to destroy 1942_Start_Date.tooltip.unit.fortress=Requires 3 hits to destroy<br/>Can be upgraded in MegaFortress
