factory placement issue

Not sure if its not allowed so could you pls check the following issue?
Map is world war II global 1942 second edition.
Usa control for couple of rounds Japan and Korea.
USA not allowed to either upgrade factory in Japan or place 1 major factory on Korea?

@fatoumas yea so in the G 40 mods you can only build/upgrade to major factories if you are the original owner and it's worth at least 3 bucks. So Japan could build a major in Korea but USA can't.
Also, Manchuria is originally owned by china, so Japan can't build a major there either.
