Are dice loaded?

Hi, I regularly play World War 2 Revised which is great. I play local with the computer set to hard ai. I can usually win but it seems to be the dice are weighted in favour of the ai throughout each game - I'm I just being biased?

On a personal note, the only time I've seen "Loaded Dice" was when they were next to an ashtray with a marijuana cigarette
