Currently canals are predefined in the XML file, and are not constructable by players. Is there any way to make them something a player could build?
Maybe a condition in the canal linkage section based on the presence of a constructed item?

@beornthebold-0 You could create an actual sea zone for the canal, with prohibited entry until a specific unit is built.
