Improve Hotkeys

Well, some good ideas here though I mostly wanted to focus on hotkeys for existing functionality first. Updating the first post to show what I'll look to add in the short-term vs some longer term ideas.

Updated short-term list:

Proposal

1. Remove WASD as this already conflicts with Ctrl+S and I don't think is used much
2. Add Ctrl+hotkey for each tab panel
   -- Ctrl+A - Actions
   -- Ctrl+P - Stats (rename to Players)
   -- Ctrl+R - Economy (rename to Resources)
   -- Ctrl+O - Objectives
   -- Ctrl+N - Notes
   -- Ctrl+T - Territory
3. Add Ctrl+(-/+) to zoom out/in
4. Ctrl+E - Toggle edit mode
5. Ctrl+H - Toggle history mode
6. Ctrl+P - Toggle show politics panel
7. Ctrl+L - Toggle unit help list

Add Ctrl+(-/+) to zoom out/in - In best case this one is very hard to do with left hand if at all. I suggest Ctrl+Z (-) / Ctrl+X (+).

Ctrl+T is not useful for left hand. Can we make it Ctrl+Q?

Ctrl+C - toggle all existing panes on/off seems very useful.

Having coded to letters is nice, but if they aren't helpful, I would skip letter coding and go for usefulness.

Or ability to customize from default hotkeys would be great.

I like the resource tabs update mostly from this PR. And the others are nice too.

But I have my doubts on the ctrl+/- (zoom) since its a 2 handed action. Wont be super useful this way. Now ctrl+1 and ctrl+2 or F keys would be nice (left hand actions).
