This scenario is an experiment. Limiting builds to what came in the box (like in the original 1981 edition) has some interesting effects. Some games are badly unbalanced, others like this work reasonably well.
The next step would be multiple classes of units, with the expense increasing. Say Infantry3 costs 3, and Infantry4 costs 4 etc.

@rogercooper yeah like easy AI can't play Nemo Pirates correctly (only buys marines). Which version are you using, the og or the one made by swampy

Some of the tips in the PDF when you unzip the zip make no sense. Like abandoning the middle east as the Martians is a "good" move because the middle east will drain your resources and you should move to Africa/India. This is a bad idea since the British will get rid of the pontoons before you can use them and losing the martian base means you lose a turn of PU. Best to try to hold out there until you win by rounds 4-7 since you already have half of your VC. Unless you lose Alaska or San Francisco is heavily defended, it's quite easy to win.

@board-3659 I was playing Swampy's version as the Nemo Pirates. I used the Hard AI.

@rogercooper I used fast/easy AI so IDK yet. I only played Nemo Pirates thrice. Martians twice and Entente once
